சமூகக் காப்பீடு. சமூகப் பாதுகாப்பு (safety nets, social security, social insurance) போன்ற கருத்தாக்கங்கள்தான் ஆரம்பகால சமூகப் பணியாளர்களின் சிந்தனையையும், செயல்பாடுகளையும் ஆக்கிரமித்திருந்தது. எந்த ஒரு சமூகம், அதனுடைய மக்கள் அனைத்துத் தரப்பினரும் அணுகத்தக்க வகையில் சமூகப் பாதுகாப்பு ஏற்பாடுகளை செய்து தருகிறதோ, அந்த சமூகம் பிரச்சினைகளைத் தவிர்த்து, தன்னைத்தானே தக்கவைத்துக்கொள்ளும். உலக நாகரீகங்கள் பல அழிந்துபட்டதற்கு பலப்பல காரணங்கள் சொல்லப்பட்டாலும், காலத்திற்கேற்றவாறு சமூகப் பாதுகாப்பு ஏற்பாடுகளை சீரமைக்கத் தவறியது கூட அந்நாகரீகங்களின் அழிவிற்கு காரணாமாய் இருக்கலாம் என்று நான் நினைத்ததுண்டு. இந்தியா, தன பழம் பெருமையை இழந்ததற்கு கூட, அது தன்னுடைய சமூகப் பாதுகாப்பு ஏற்பாடுகளை காலத்திற்கு ஏற்றவாறு சீரமைக்கவும், புனரமைக்க்கவும் தவறியதுதான் என்றுகூட எனக்குப் படுகிறது.
ஆரம்ப கால சமூகப் பணியாளர்கள் சமூகப் பாதுகாப்பு ஏற்பாடுகளில் காட்டிய அக்கறையை பின்னாளில் வந்தவர்களாகிய நாம் காட்டவில்லை. சமூகப் பாதுகாப்பு என்பது சமூகப்பணிக் கல்வியில் சம்பிராதயமான வார்த்தையாகிவீட்ட்து. இதைச் சொல்லும் போது, எனக்கு ஒரு கதை நினைவிற்கு வருகிறது.
"உலக மக்களின் பிரச்சினையை ஒரே ஒரு எளிய தீர்வின் மூலம் தீரககுமபடியான தெளிவு பெறவேண்டி முனிவர் ஒருவர் தவமியற்ற ஆரம்பித்தார். கடுமையாக தவமிருந்தார். உலகப் பிரச்சினைகளுக்கு எளிய தீர்வு கிடைத்துவிட்டால் தங்களுக்கு முக்கியத்துவம் இல்லாமல் போய்விடுமோ என்று பயந்த அரக்கர்கள் (சாத்தான்கள்), முனிவரின் தவத்தைக் கலைக்க பலவிதங்களிலும் முயன்று தோல்வியடைந்தனர். அரக்கர் தலைவனிடம் சென்ற குட்டிச் சாத்தான்கள், "தலைவா!அந்த முனிவர் முழுமுதல் உண்மையைக் கண்டறியும் நிலைக்கு வந்துவிட்டார்! நமக்கு வேலையில்லாமலும், முக்கியத்துவமில்லாமலும் செய்து விடுவார்" என்று முறையிட, பெரிய சாத்தானோ, "பயப்படவேண்டாம்!அந்த முனிவர் உண்மையை உணரட்டும். உண்மையை உணர்ந்தவர், அந்த உண்மையைப் பரப்ப, ஒரு இயக்கத்தையோ அல்லது ஒரு அமைப்பையோ நிச்சயமாக ஆரம்பிப்பார். அந்த அமைப்பில் நீங்களெல்லாம் சேர்ந்து விடுங்கள்" என்று அறிவுரை கூறினானாம்.
சமூகப் பாதுகாப்பு என்ற அற்புதமான பேருண்மை, இன்று அதில் சிறிதளவும் நம்பிக்கையில்லாதவர்களால் கற்பிக்கப்பட்டும், நிர்வாகிக்கப்பட்டும் வந்தாலும், அதையெல்லாம் மீறி சமூகக் காப்பீடு அதன் உண்மையான அர்த்தத்தில் செயல்பட்டு வருவதை,அவ்வப்பொழுது நாம் பார்க்கவும், கேட்கவும் முடிவது நமக்கு ஆறுதல் தருகின்ற விசயங்கள்.
காப்பீடு (insurance), தனிப்பட்ட முறையில், பொருளாதார இழப்புகளில் இருந்தும் , உடைந்து போகாமலும் என்னைக் காப்பாற்றி இருக்கின்றது. என் அனுபவதைக்க் கண்டறிந்த பலர் காப்பீடு மூலமாக தங்கள் சுய கவுரவத்தைக் காப்பாற்றிக்கொள்ளமுடிந்திருக்கிறது. இத்தனைக்கும் காரணம் என் கல்லூரி நண்பன் T.பூபதி.
சமூகப் பணியில் முதுகலைப் பட்டம் பெற்ற பூபதி, National Insurance Company என்ற பொதுத்துறை நிறுவனத்தில் பணியில் சேர்ந்து, இன்று உயர்பதவியில் இருப்பவன். நல்ல காப்பீடு நிர்வாகமென்பது, பலருடைய கண்ணீரைத் துடைக்கும், இழந்த நம்பிக்கையைப்புனரமைக்கும் என்று நம்பிச் செயல்படுபவன். ஆசாபாசங்களுக்கு அடிமையாகாத அப்பழுக்கற்ற நிர்வாகி.
சமீபத்தில் என்னை ஒருநாள் தொலைபேசியில் அழைத்த பூபதி, "மக்கா, உனக்கு கவியரசு வைரமுத்து பிடிக்கும்தானே. அவர் இன்னும் ஒரு மணி நேரத்தில் எங்கள் அலுவலகத்திற்கு வரவிருக்கின்றார். நீ மகிழ்ச்சியடைவாய் என்பதற்காக இதைச் சொல்லுகின்றேன்" என்றான். எதற்காக கவியரசு வருகின்றார் என்று கேட்டதற்கு, "சாலை விபத்தில் மரணமடைந்த அவருடைய சகோதரர் குடும்பத்திற்கு சேர வேண்டிய இழப்பீட்டுத் தொகை காரணமில்லாமல் பல வருடங்களாக கிடப்பில் போடப்பட, நான் மும்பையிலிருந்து மாற்றலாகி வந்தபின், தேவையில்லாமல் தாமதப்பட்டிருந்த இழப்பீட்டுத் தொகையைப் பெற நடவடிக்கை எடுத்து ஆவன செய்தேன். நன்றி சொல்வதற்காக எங்கள் அலுவலகம் வருகின்றார்" என்றான்.
ஆனானப்பட்ட கவியரசுவே வருடக்கணக்கில் காத்திருக்க வேண்டிய சூழ்நிலையில், சாதாரண மனிதர்கள் எம்மாத்திரம்! எல்லா இடங்களிலும் என் நண்பனைப் போல நல்லதிகாரிகள் இருக்கும் பட்சத்தில், வைரமுத்து அவர்களே பாராட்டியது மாதிரி, "மனித நேயம் கொண்ட நல்லதிகாரிகள் இருக்கும் பட்சத்தில், இன்னும் அதிகமான பேர் காப்பீடு செய்ய முன்வருவார்கள். நல்ல காப்பீடு நிர்வாகம் பலருடைய கண்ணீரைத் துடைக்கும்".
அழுபவனை அரவணைத்து, அவன் கண்ணீரைத் துடைத்து, புது நம்பிக்கை ஏற்படுத்த வழிகாட்டுவதுதான் சமூகப் பணியென்றால், அதைப் படித்த என் நண்பன் அனுதினமும் அதை அற்புதமாகச் செய்துகொண்டிருக்கின்றான் என்பதைப் பார்க்கும்போது எனக்குப் பெருமையாக இருக்கின்றது. வாழ்த்துக்கள் மக்கா!
When I decided to improve my class notes on the "Role of a Community Organizer", I searched my xerox copies of Murray G Ross & Arthur Dunham books, but I could not trace it. I had a xerox copy of Mark S Homans book "Promoting Community Change" presented to our library by Dr. Janaki, our alumni, currently teaching Social Work at California State University....that too I could not trace it. I tried Google images in order to get images to improve the presentation of my notes. This time I really enjoyed surfing the internet with so much proud..reading the reactions of community organizers towards Sarah Palin's, (Vice Presidential candidate in USA Presidential election), sarcastic comments about the Barak Obama's experience as a community organizer. Sarah Palin said, as a small town mayor, she is also a community organizer but with real responsibilities. Her statement is like a Tamil proverb " I too am a Pujari, even I can dance like a God (நானும் பூசாரி எனக்கும் சுவாமி ஆட்டமுண்டு என்பது மாதிரி)(the real meaning is "every ass thinks himself worthy to stand with the king's horse).The community organizers of USA united together and torn her into bits and pieces. The reaction of community organizers were really inspiring. They felt that Sarah Palin has insulted not the community organizers but the American tradition. This made childrens' of community organizers to wore badges "My mammy, my daddy is a community organizer"... couples wore badges "my loving wife. my loving husband is a community organizer"... and singles wore with pride that "I am a community organizer" T shirts printed with Jesus.. Gandhi... Lenin.. Mother Theresa was community organizers. They were proud in what they wee doing. But what about in our country? The students of social work who have choosen other fields of social work except PMIR are treated as second class citizens even in schools/ departments of social work. No doubt we normally imitate Americans and take them as our role models. Let us imitate them at least in expressing the feeling of that professional pride ....proud to be a social worker .. community organizer.

Role of a Community Organizer பற்றி என்னிடமிருந்த "சரக்கிகிற்கு" கொஞ்சம் "சுதி" சேர்க்க. என்னிடமிருந்த Murray G Ross, Arthur Dunham புத்தகங்களை (xerox Copy) தேடிய போது, அது சுடப்பட்டு விட்டதை உணர்ந்தேன். நம் கல்லூரியில் படித்து இப்போது அமெரிக்காவில் பேராசிரியையாகப் பணியாற்றி வரும் Dr.Janaki நூலகத்திற்கு அருமையான சில புத்தகங்களைக் கொடுத்தார். அதில் Mark S Homan எழுதிய " Promoting Community Change" என்ற அருமையான புத்தகம். அந்த xerox copy யும் தேட முடியவில்லை. என்னிடமிருந்த குறிப்புகளுக்குப் பொருத்தமான படங்களை இணையத்தில் தேடிய போது தான் "community organization " பற்றிய முக்கிய விவாதத்தை அறிய முடிந்தது. அமெரிக்க ஜனாதிபதி தேர்தலில் உதவி ஜனாதிபதியாக போட்டியிட்ட குடியரசுக் கட்சி வேட்பாளர் சாரா பாலின் அவர்கள், ஜனாதிபதியாகப் போட்டியிட்ட ஜனநாயகக் கட்சி வேட்பாளர் பரக் ஒபாமா "நான் பல்லாண்டுகள் community organizer ஆகப் பணியாற்றிய அனுபவம் கொண்டவன் என்று பெருமையாகச் சொல்ல, அதைக் கிண்டலடிக்கும் முகமாக சாரா பாலின் அவர்கள் பேச, (நானும் பூசாரி எனக்கும் சுவாமி ஆட்டமுண்டு என்பது மாதிரி As a small town mayor I am more than a community organizer என்று சொல்லிவிட) அமெரிக்காவின் ஒட்டுமொத்த சமூகப் பணியாளர்கள், ஒன்று கூடி சாரா பாலினைக் கிழித்து தோரணம் கட்டிவிட்டது தெரிய வந்தது. community organization பற்றியும் community organizers பற்றியும் எழுதப்பட்ட விதம் கண்ணீர் வரவழைக்க் கூடியதாகவும், பெருமை கொள்ளத்தக்கதாகவும் இருந்தது. என்னுடைய அன்பான தாய், தந்தை community organizers என்று குழந்தைகள் Badges அணிந்து கொள்ள, என்னுடைய மனைவி, கணவன், காதலி "community organizers" என்று பெருமையாக Badges அணிந்து கொள்ள, தனியாட்கள் "I am a community organizer" என்று நெஞ்சை நிமிர்த்த.. இதையெல்லாம் பார்த்த, படித்த போது பெருமையாக, மிகப் பெருமையாக இருந்தது.
இயேசு, காந்தி, லெனின், அன்னை தெரேசா என்று அவர்கள் சொன்ன விதம், நான் அடிக்கடி மாணவர்களிடம் சொல்வது மாதிரி "இது ஒரு ராஜபாட்டை"; மரியாதைக்குரியவர்கள் காலடி பட்டு புனிதமும், ஆசியும் பெற்ற பாதை."தீ" படத்தில் காவல் துறை ஒதுங்கினால் என்ன நடக்கும் என்று சில காட்சிகளைக் காட்டும் போது, அது மிகைபடுத்தபட்டது மாதிரி தெரியும். ஆனால் இந்த அமெரிக்க விவாதத்தில் "community organizer" இல்லாவிட்டால் என்னவெல்லாம் நடக்கும் என்று எழுதப்பட்டிருந்ததைப் படித்த போது, அது உன்ன்மையாகப்பட்டது. Community Organization" எங்களுக்கு பிழைப்பு மட்டுமல்ல- அதுதான் பெருமை - அதைக் களங்கப்படுத்த முயற்சி செய்தால் ....? சாரா பாலினிர்க்கு எதிரான விவாதம், சத்தம், முஸ்டியை மடக்கியது, உதைக்க காலை உயர்த்தியது... Community Organization is not an orphaned academic discipline and practice என்பது புரிந்தது. ஆனால் நம் நாட்டிலோ ….?

I am not a chauvinist: even then I succumbed to the notion that as Indians, as Tamilians, we are the best and we don’t need any imported ideas and ideologies to understand and address our problems. The solution to our problems lies in rejuvenating what we had and lost it. This attitude in a way both helped and handicapped me in several ways.
It was H.H. Maharishi Mahesh Yogi, Osho and JK’s teachings broke the nut in me. I started understanding the social reformers and social activists, who questioned everything we held dear to our heart, many of whom considered as atheists, are more spiritual and enlightened than those we acknowledged as spiritualists. Social activists risked their life to make the society to move forward. I realized the wisdom behind the saying “ Naarathar Kalakam Nanmaiyil Mudiyum”. (நாரதர் கலகம் நன்மையில் முடியும்) All the social activists seem to be Naarathaas, who played the tune of the existence.
As our Puratchik Kavi Bharathidasan acknowledged “ Yethanai Manitharkal ratham sorinthanaro” (சித்திரத் தோட்டங்களே உமைத் திருத்த இப்பாரினிலே முன்னம் எத்தனை தோழர்கள் ரத்தம் சொரிந்தனரோ உந்தன் வேரினிலே) …the list of social reformers and social activists who made this world better is endless.
It was a slow moving bullock cart in a narrow road amidst the farms that forced Sri. Narayanasamy Naidu of Tamilaga Vivasaayikal Sangam to follow the bullock cart slowly…his inability to overtake the cart triggered the idea of the famous bullock cart blockade in Coimbatore city in 70s, which paved the way for several policy reforms benefiting farmers of Tamilnadu. Vivasaayikal Sangam of Tamilnadu designed and carried out wonderful strategies of social action.
There were activists who were passionate about achieving great things, but it was Saul Alinsky, who made social action itself as a passion for many. It was Alinsky, it was his approach that made social action as an academic discipline.
While recalling the heritage of Tamil Cinema, Actor Kamal Hasan once remarked, Tamil actors are proud to have Sivaji Ganesan as our father and Aachi Manorama as our mother. Like that I used to in the community organization class, ‘namma aathaa (our mother) Jane Addams, namma appan (our father) Alinsky’. The mother got Nobel Prize for her services and the father once branded as a trouble maker, now recognized as a great inspirer, who inspired both Barack Obama as well as Hillary Clinton.
Social Action is an acknowledged method of social work and an approach in community work. But social workers throughout the world have not practiced it as others expected from us. Why? Social action demands commitment arose out of love for the disadvantaged, a charisma, an iron will and above all a sharp intelligence to identify the targets to support as well as to oppose…and many of us feel that we are severely lacking in these qualities. Of course we are teaching social action and not the qualities required for a social activist.

Community organization பாடத்திற்கும் ஆத்தா ஜேன் ஆடம்ஸ், அப்பன் அளின்ஸ்கி. அம்மாவோ தனது சேவைக்காக நோபல் பரிசு பெற்றார். கலகக்காரர் என்று கட்டமிடப்பட்ட அப்பாவோ இன்று, அமெரிக்க ஜனாதிபதி ஓபாமாவிற்கும், எதிர்த்து நின்ற ஹில்லாரி கிளிண்டனுக்கும் ஆதர்ச புருஷர். சமூகச் செயல்பாடு சமூகப் பணியின் அங்கீகரிக்கப்பட்ட முறை. ஆனால் சமூகப் பணியாளர்கள், மற்ற முறைகளுக்குக் கொடுத்த முக்கியத்துவம் சமூகச் செயல்பாட்டிற்கு ஏனோ கொடுக்கவில்லை. சமூகச் செயல்பாட்டிற்கு அன்பும், அர்பணிப்பும், திட மனமும், எல்லாவற்றிற்கும் மேலாக பாதிக்கப் பட்டவர் யார்? எதிரி யார்? என்று கண்டுணரும் மதி நுட்பமும் தேவைப் படுகிறது. அது நம்மிடையே இல்லையா? இல்லை, சமூகப் பணிக் கல்லூரிகள் அதைக் கற்றுத் தர மறந்து விட்டதா? சமூகச் செயல் பாட்டில் ஈடு படாவிட்டாலும், அதைப் பற்றி சிந்திக்கலாம்.

Social Work students are familiar with phases studied in various methods – Case work (intake, study, diagnosis, treatment, follow up, termination), Group work (planning phase, beginning phase, middle phase, ending phase). Phases or steps again repeated in welfare administration, social policy, project planning. Phases are integral part in acquisition of knowledge or carrying out action. Phases are rational – that aid in making rational decisions. It is inappropriate to use the terminology of diagnosis and treatment in community organization, instead we use analysis and decision making / deciding to act. But both the processes are similar. If the students understand these underlying similarities, it will be easy for them to internalize it.
In case work and group work the phases can be described neatly. As a method moves from individualstic to collectivistic, one cannot confine the phases in a standard phraseology. In community organization and social policy, description of phases is complex and differs from author to author, reflecting the complex and diversified nature of the subject matter.
For example in community organization study is used alternatively as fact finding, problem identification, need assessment, asset mapping, social analysis, opportunity assessment etc. Each alternative has its own value orientation and methodological specification. Fact finding and problem identification may look similar, but the usage of problem identification is neutral or academic in nature when compared with fact finding. But the usage of these different terminologies is not to confuse the learners but to catch the reality – complex, diversified and risk prone nature of the community life.
Besides these, there is multitude of methodologies available to use in every phase. The conventional survey, different tools in PRA/ PLA, PPGIS, mapping of different types are some of the methods used by the community organizers to explore the communities.

Community Organization கூட ஒற்றைப் பரிமாண வார்த்தைப் பாடம்தான். படிக்காதவன் படத்தில் தனுஷ் பஞ்ச் அடிப்பதுமாதிரி "எங்களப் பார்த்தவுடன் பிடிக்காது, பார்க்கப் பார்க்கத்தான் பிடிக்கும் என்பது மாதிரி " Community Organization" படித்ததும் புரியாது படிக்கப் படிக்கத்தான் புரியும். கால் கடுக்க நடக்கநடக்க " Community Organization" புரிய வரும்.
Study என்றாலே மாணவர்கள் Case Work மாதிரி சேரில் சாய்ந்து உட்கார்ந்து கொண்டு செய்கிற வேலை என்று நினைக்கிறார்கள். Community Organization னில் -பேசணும், பார்க்கணும், நடக்கனும் - அப்படிச் செய்தாலும் தெரிந்து கொள்வதற்கு உத்தரவாதம் ஏதுமில்லை. பல நேரங்களில் "Community" எனும் வஸ்து தவணை முறையில்தான் தகவல்களைத் தரும். Study என்ற ஒற்றைப் பரிமாண சொல் " Community Organization" ல் பல பரிமாணங்கள் எடுக்கும் - Problem Identification, Need Assessment, Asset Mapping, Fact Finding, opportunity assessment - என்று தசாவதாரங்கள் எடுக்கும். Community என்பது நூற்றுக்கணக்கான நபர்களை உள்ளடக்கியதால் கொஞ்சம் Complex ஆனது. ஆகையால் அதைத் தெரிந்து கொள்ள, புரிந்து கொள்ள பல உத்திகளைக் கையாள வேண்டி இருக்கும். பல உத்திகள் என்பது குழப்புவதர்க்கள்ள- குழப்பத்தை சரியாக நிர்வாகிப்பதற்கே. கொஞ்சம் பொறுமையுடன் படியுங்கள்- புரிந்து கொண்டால் "Community Organization" மாதிரி சுவாரசியமான பாடம் ஏதுமில்லை

Madurai Institute of Social Sciences shifted its focus from generic to specialization in MSW course in the year 1987. As a teacher of community Development, I was concerned about providing sufficient exposure to understand the complexities associated with understanding communities to my students. Even without knowing the meaning and methods of community studies, I encouraged my students to take up studies of their own communities (Castes). I naively believed that understanding one's own community may serve as a first step to understand communities in general. I earnestly thought that such attempts will provide knowledge and skills needed to work in the field of community Development. At that time I was more instinctive than intellectual. (Even now I have not changed ?) Two of my students in the first batch of community development specialization, came forward to undertake studies of their own community - KLY Muralidhar (Sourastra) and Uthama Singh (Nadar). Mr. Muralidharan did a study on Sourastra Organizations in Madurai City and Uthama Singh did a case study on Nadar Mahajana Sangam in Madurai. They were not casteist in their thinking; Uthama Singh married a non nadar girl is a proof that my students were matured enough to make objective observation. It was these students and their field work made me to realize the greatness of these communities. Both these communities with their rich institutional assets contributed for the development of the Madurai city. Even some three decades before, Muralidhar identified more than 50 sourastra organizations serving both sourastra and non sourastra communities in Madurai City. Nadar Uravin Murai is a source of support not only for Nadars but also for Non Nadars.The greatest mistake that we committed is, we refused to learn lessons and draw inspiration from our own brothers. There are several communities and factors that sustained the development of Madurai City and the contribution of these communities are worthy enough to mention thankfully. Though I was not intellectually equipped then to understand and analyze the information brought by these two enthusiastic students, but I was matured enough to understand the contributions of these communities to the broader society. As a teacher of community Development, I feel ashamed of my self for my inability to develop conceptual clarity to understand various community situations from these studies. Community development as an academic discipline is always in the forefront to celebrate diversity. If Muralidhar and Uthama Singh taught me the beauty of diversity, following their footsteps other students made me to realize the dignity of other marginalized communities. It was Mr. who made me to realize the beauty of Washerman Community and Mr. M. Suresh brought the beauty of Arunthathiar Community.
More than my students, I learned a lot from these studies. For the last 8-10 years computers helped to carefully preserve the observations we recorded. I wrote a post on Washerman in Madurai City. I was able to retrieve our observations on Arunthathiar Community recently. Reading it after a long interval, I felt, it needed a lot of editing and improvement...but I didn't want to hide myself in the name of editing. Why should we edit when it was intended to express one’s love & respect to a community… to the Arunthathiyars of Madurai. I am happy to upload the presentation of our observation in three parts
I could not remember the “good soul” who gave me Robert Chamber’s “Putting the Last First” to read in the year 1987. (is it not our tendency that we normally forget those who enabled us to climb up and remembering those who ditched us) Since copying facilities were rare in those years, I literally copied many pages by hand..thus allowing Chambers to get into me.
Thanks to Mr. Loganathan of ISED, who introduced me to Dr. John Devavaram (JD), founder of SPEECH and RCPDS. Seeing my interest in Robert Chamber, he offered me a chance to meet Chamber and then a training in Participatory Rural Appraisal.
My memories go around the Round Shed in SPEECH, Tiruchuli, where hundreds of Govt & NGO staffs were trained by Dr. John in PRA. With ease and expertise it was Mr. John who upscaled the application of PRA practice in different parts of the world.
There were several parallels between PRA and the Philosophy of Creative Intelligence (Transcendental Meditation) propounded by H.H. Maharishi Mahesh Yogi. Unlearning, handing over the stick, attitudes, humility to listen are some of the fundamentals common to both. As a TM practitioner, I was able to understand PRA better than other participants. My interest in PRA took me closer to John, who provided opportunities to understand the fundamentals of participatory development. Without John’s companionship I would have rotten intellectually by this time. I thankfully recollect those days of learning and sharing with John and his staffs in SPEECH at Thiruchuli. People make visit to Thiruchuli (the birth place of the great Sage Ramana Maharishi) to get glimpses of wisdom. I also got it from Thiruchuli, but from Mr. John and his staffs.
The learning from John further shaped by his associate, Mr. Rajendra Prasad who enabled me to understand the practicalities of Coastal PRA and livelihood concept. It was he who encouraged me to experiment with participatory GIS.
SPEECH and PAD were my extended class rooms where I sat with humility and reverence and learned a lot.
I accidently found a paper that I presented it in the South South Workshop on PRA held on July 1996.
Bridges are not only physical constructs…but philosophical constructs also. Some philosophically prefers bridges over walls without realizing bridges are nothing but walls modified. Is it not so?
The “connection” that bridges normally provides between two parts has its own mystic effect. It not only connects, it modifies certain, destroy certain, it illuminates certain, it drives away certain, it creates certain conflicts, it encourages corruption…it alter the human psyche and consciousness. Ask Rameshwaram islanders, they divide the island’s time line into before the construction of Pamban bridge and after the construction of Pamban bridge.

Bridges in Vaigai River
River Vaigai has seen many bridges over it. The first bridge I have used it is in Kunnoor near Theni. I am a man of Vaigai Water. Of all the bridges constructed over Vaigai River, my first vote goes to the erstwhile Yanaikkal Kalpaalam. It was the first to connect the north and south of Madurai. Maduraites might have seen how lovely & dynamic it was. Bridges are built to pass over. But Kalpaalam was designed not only to pass over, but also to pass over poverty for many by generating livelihood opportunities. It invited everyone to use it.
Thanks to our policy makers, when they decided to construct a new over bridge, they have not completely destroyed Kalpaalam.. instead modified it to make the present to meet the past.

முகத்திற்கு அழகு ஒப்பனை! மனதிற்கு அழகு உயர்ந்தவர்களை எண்ணி உருகுதல்
திராவிடர் கழகத்தைச் சேர்ந்த நண்பரொருவர்தாம், பாவலரேறு பெருஞ்சித்ரனாரின் எழுதுக்க்களுக்கு என்னை அறிமுகப்படுத்தினார். பகைவர் கூட குறைசொல்ல முடியாத தமிழ், பாவலரேறுவின் தமிழல்லவா?. தனித் தமிழில் கூட இவ்வளவு சுவைபட எழுதமுடியுமா என்று எவரையும் வியக்க வைக்கும் தமிழல்லவா? பாவலரேறுவின் தென்மொழிக்கு வாசகனானேன். என்னுடைய விரிவான கடிதங்கள் ஒன்றிரண்டு கூட தென்மொழியில் பிரசுரமாயின. அறிமுகப்படுத்திய அதே நண்பர் தாம் பாவலரேறுவின் "வாழ்வியல் முப்பது" என்ற சிறு கவிதைத் தொகுப்பைப் பரிசளித்தார். பாவலரேறு தமிழையும் கடந்து மானுடத்தை நேசித்ததற்கு அது ஒரு அடையாளம். வருடங்கள் கடந்தன். பாவலரேறு பல காரணங்களால் உளவுத் துறையின் கண்காணிப்பிற்கு உட்படுதப்ப்பட்டார். அறிமுகப்படுத்திய அதே நண்பர், ஒரு நாள் என்னைத் தேடி வந்தார். அவருக்கு நெருக்கமான உளவுத்துறை நண்பர், அவரிடம் என்னைப் பற்றியும் விசாரித்திருக்கின்றார்.
முன்பின் தெரியாத யாராவது, தமிழ் தீவீரவாதம், இலங்கை பிரச்சினை பற்றி வாயைக்கிளறினால் கவனமாகப் பேசும்படி கேட்டுக்கொண்டார். அதற்கு முன்னரே எனக்கு அறிமுகமில்லாத ஒருவர், நான் சந்தேகப்படாத அளவு இதைப் பற்றி பேசிவிட்டுச் சென்றுவிட்டார். இந்த மாதிரி மொக்கைகளைஎல்லாம் பட்டியலில் சேர்த்து ஏன் உயிரை வாங்குகிறீர்கள் என்று அவர் அலுவலகத்தில் கோபித்து இருப்பார். மதுரையில் அப்போது பிரபலமாயிருந்த இன்னொரு தமிழ் அறிஞ்ரும் கூட என்னை எச்சரிக்கை செய்தார். பாவலரேருவுக்கு பல பிரச்சனைகள். தென்மொழி வெளியீடு சிக்கலுக்கு உள்ளானது. தொடர்புகள் விட்டுப்போயின. நான் ஒரு சராசரி வாசகன் தானே! 92 ல் கல்லூரி சார்பாக ஒரு இதழ் தயாரிக்கும் பணி எனக்கு கொடுக்கப்பட, இட நிரப்பலுக்க்காக (gap filling) என் மனதில் பட்டது பாவலறேருவின் வாழ்வியல் முப்பது. எங்கள் கல்லூரியில் பாவலறேரு பற்றி யாருக்கும் தெரியாது. பாவலறேருவின் கவிதைகளைப பிரசுரித்து அவர் பெயரைப் போட்டிருந்தால் யாருக்கும் தெரிந்திருக்காதுதான்.அட்சேபிதிருக்கமாட்டார்கள் தாம். இருப்பினும், பிரச்சனை தவிர்க்க பெயரைப் போடாமலே பாவலறேருவின் கவிதைகளைப் போட்டுவிட்டேன்.அது தவறுதான். ஆனால் மரியாதையை மனதில் கொண்டு செய்ததால் மனசாட்சி உறுத்தவில்லை.
சமூகப் பணி இதழைப படித்த, அப்போது மதுரையில் "உங்கள் உடல் நலம்" என்ற பத்திரிக்கையை நடத்தி வந்தவர் (பெயர் நினைவிலில்லை), எங்கள் இயக்குனரிடம் அக்கவிதைகளைப் பாராட்டியது மட்டுமல்ல, அவருடைய இதழில் மறுபிரசுரம் செய்ய விரும்புவதாகச் சொல்ல, நானே அவரைத் தேடிச்சென்று, அது எங்களுடைய கவிதையல்ல என்று சொல்லி "வாழ்வியல் முப்பதை" அவரிடம் கொடுத்து விட்டு வந்தேன். அப்பொழுது எனக்கு தெரிந்திருக்கவில்லை, ஒரு பொக்கிசத்தை இழக்கின்றேன் என்று. இடையில் நான் தேடியும் வாழ்வியல் முப்பதோ, சமூகப் பணி இதழோ எனக்குக் கிடைக்கவில்லை. பாவலரேறுவின் கவிதைகளை சிறு சிறு “பேனர்களாக்கி” கல்லூரியில் வைக்கும் எனது ஆசை நிராசையாகிப் போனது. சமீபத்தில் கல்லூரி பணியாளர்கள் பழைய ஆவணங்களை கிளறிக் கொண்டிருந்தபோது, சமூகப்பணி இதழ் கிடைக்க நான் அடைந்த மகிழ்ச்சிக்கு எல்லையே இல்லை. பாவலரேறுவின் சில கவிதைகளை பலர் பார்வைக்கு வைக்கலாமே என்ற மகிழ்ச்சி. “யான் பெற்ற இன்பம் பெருக இவ் வையகம்” (தென் மொழி பதிப்ப்பகத்தார் இந்த ஆர்வத்தின் பின்னணியில் இருக்கும் நல்லெண்ணத்தைப் புரிந்துகொண்டு மன்னிப்பார்களாக)

ஊக்கமும் முயற்சியும் உண்மையும் நேர்மையும் ஆக்க வினைகளும் அடிப்படைக் கொள்கைகள்! ஏக்கம் அகற்று ஏறு போல் வினை செய்! தாக்கும் இழிவுகள் தாமே அகன்றிடும்!
ஒழுக்கமே உன்றனை உயர்த்திடும் படிநிலை இழுக்கம் இழுக்கு! இழிவுரும் அதனால் பழக்கம் கொடியது! பண்பு பொன்மகுடம்! இழக்கும் பொழுதுகட்கு ஈட்டம் நினைந்து பார்!

குன்றக்குடி 45 வது குரு மகா சந்நிதானம் திருவருள் திரு தெய்வசிகாமணி அருணாச்சல தேசிக பரமாசாரிய சுவாமிகள்.
நாகனாகுளம் என்ற கிராமத்தில், களப் பணியின் மூலமாக நான் எடுத்துக் கொண்ட ஒரு சமூக மாற்று உருவாக்க முயற்சியில், அதுவும் ஒரு கோயில் கட்டி, அதன் மூலமாக, "கோயிலைத் தழுவிய குடிகளும், குடிகளைத் தழுவிய கோயில்களும் என்ற அடிகளாரின் எண்ணத்திற்கேற்ப எடுக்கப்பட்ட முயற்சியில், பின்னடைவு ஏற்பட, அதைத் தெரிந்து கொண்ட அடிகளார், உற்சாகப்படுத்து முகமாக, அவ்வூருக்கே வந்து சென்றதும், அதைத் தொடர்ந்து என்னைக் கனிவுடன் அரவணைத்துக் கொண்டதும், எனக்குக் கிடைத்த மிகப் பெரிய ஆசிர்வாதம். அதன் பின் அவர் காலடியில் அமர்ந்து பலவற்றைக் கற்றுக் கொண்டேன். அதிகாலை 3 மணியிலிருந்து 5-30 மணி வரை அடிகளாரின் சொந்த நேரம். பல நாட்கள் அந் நேரத்தில் அவர் காலடியில் அமர்திருந்திருக்கின்றேன்.கண்ணில் நீர் தளும்ப சமூக அவலங்களைப் பற்றி அவர் பேசுவார்..சைவமும், தமிழும் கடந்த இன்னொரு முகம் அவருக்கு இருந்தது. அம் முகம் இன்னும் அழகாகவும், பேரொளி மிக்கதாகவும் இருந்தது. அந்த அழகை, பேரொளியை நானும் தரிசித்திர்க்கின்றேன்...என் மாணவர்களுக்கும் காட்டி இருக்கின்றேன். எங்கள் மாணவர்கள் அவரிடம் செல்லும் போதெல்லாம் காரைக்குடியில் இருந்து உணவும், சிற்றுண்டியும் வரவழைப்பார். அந்த அன்பு..அரவணைப்பு..சாமீ! இந்த மக்களின் மேம்பாட்டிற்கு எங்களால் ஆன வகையில் ஏதாவது செய்து கைம்மாறு காட்டுவோம் சுவாமி!
குன்றக்குடியும், குன்றக்குடி அடிகளாரும் தமிழர்களால் அறியப்படாத வார்த்தைகளல்ல. அறிவியல், ஆன்மீகம் இரண்டும் சரிவரக் கலந்து வார்த்தெடுக்கப்பட்ட அதிசயமாக வாழ்ந்தவர் குன்றக்குடி அடிகளார். அதானால்தான் என்னவோ, கருப்பு, சிவப்பு, காவி நிறங்களைத் தங்களின் ஆளுமை மற்றும் கொள்கை நிலைப்பாடாகக் கொண்டவர்களால் அப்போதும், இப்போதும் மதித்துணரப்பட்டு போற்றப்படுகிறார். அடிகளாரின் ஆன்மிகம் மற்றும் தமிழ்ப் பணியை நான் எழுதித தெரிந்து கொள்ளுமளவிற்கு தமிழர்கள் துரதிருஷ்டசாலிகள் அல்ல. இருப்பினும், அடிகளாரைப்பற்றி, அவருடைய இன்னொரு பரிமாணமான, ‘வளர்ச்சிப் பணியாளராக’ குன்றக்குடிக்கும், தமிழ்நாட்டிற்கும் செய்த பங்களிப்பைப் பற்றி எழுதுமளவிற்கு என்னிடம் எண்ணற்ற நினைவலைகள் நிரம்பியுள்ளன.
திட்டமிடலும் தியானமும் நமது தேசத்திற்கு திட்டக் கமிஷன் உள்ளது மாதிரி, குன்றகுடிக்கும் ஒரு திட்டக் குழுவை ஏற்படுத்திச் செயல்பட்டார். அந்த கிராமத் திட்டக் குழு என்ன செய்தது என்பதற்கு, மறைந்த நமது பிரதமர் அன்னை இந்திரா தனது கடைசி விருப்பமாகத் தெரிவித்த, 'இது மாதிரியாக என் நாட்டின் எல்லாக் கிராமங்களிலும் இருக்க வேண்டுமென்று விரும்புகிறேன்' (this is what I want for all my villages) என்ற வாசகங்களே அத்தாட்சி. ஒருவேளை அன்னை இந்திரா சுடப்படாமல் இருந்திருந்தால், குன்றக்குடி அடிகளாரை தேசிய அடையாளமாக்கி இருப்பார்.
'Micro Plan" என்ற பெயரில் மெத்தப் படித்தவர்கள் கூட கிராமக் குறுந்திட்டங்களை கொச்சைப்படுத்துகிறார்கள். ஆனால் குன்றக்குடியில் அடிகளார் நடத்திய திட்டக் குழுவோ, தேசியத் திட்டக் குழவிற்கு இணையாக, ஏன்..அதைவிட மேலான அர்ப்பணிப்புடன் செயல்பட்டது. மாதம் ஒருமுறை குன்றக்குடியில் நடந்த மாதாந்திர பொதுப் பரிசீலனைக் கூட்டங்களில் (Monthly General Review Meeting) கலந்து கொள்ள வாய்ப்புக் கிடைத்தவர்களுக்குத் தெரியும்..."திட்டமிடலை" குன்றக்குடி அடிகளார் தவமாக்கியிருந்தார். திட்டமிடலும் தியானம் செய்வதும் அடிகளாரைப் பொறுத்த மட்டில் இரு வேறு காரியங்களல்ல. லெனினையும், நேருவையும் இந்த வகையில் தன் குருநாதர்களாகப் பாவித்தார்.
பசுவோடு படுக்கணும்
குன்றக்குடியில் கூட்டுறவு பால் பண்ணை ஒன்று செயல்பட்டு வந்தது. கால்நடை வளத்தைப பெருக்க விரிவாக்க மையத்தையும் குன்றக்குடியில் ஏற்படுத்தி இருந்தார். நான் கலந்து கொண்ட ஒரு மாதாந்திரப் பரிசீலனைக் கூட்டத்தில், பண்ணையின் செயல்பாடுகள் பரிசீலிக்கப்பட்டது. பால்வற்றியும் சினையாகமலும் ஏழெட்டு பசுக்கள் பல மாதங்களாக இருந்தும், முந்தைய மாதங்களில் அதைப்பற்றி பேசியிருந்தும், பிரச்சனை தீர்க்கப்படாமல், மீண்டும் நொண்டிச் சமாதானம் சொல்லப்படுவதைக் கேட்ட அடிகளாருக்கு உண்மையிலே கோபம் வந்துவிட்டது. கூட்டம் முடிந்து பண்ணைப் பொறுப்பாளரிடம் பேசிய போது, "சாமிகிட்டே தப்பிக்க முடியாது. இன்றைக்கு நானாவது பசுவோட படுத்து ஒரு வழி செய்ய வேண்டும்" என்று சலித்துக் கொண்டார்.அதன்பின் சரியான செயற்கைக் கருத்தரிப்பு முறைகளைக் (artificial insemination) கையாண்டதன் மூலம், அடுத்த மாதம் அப் பசுக்கள் எல்லாம் சினைபிடித்தன.
கைவசமுள்ள தொழில் நுட்பத்தைப் பயன்படுத்தி சாதாரண விவசாயி வாழ்வை மேன்மையடையச் செய்வதுகூட கடவுள் வழிபாடுதானே! மஹரிஷி மகேஷ் யோகி, ஓஷோ போன்ற மகான்களும், இப்போதைக்கு ரவிசங்கர்ஜி, ஜக்கி வாசுதேவ் போன்றவர்கள் தியான முறைகளை வகுத்துக் கொடுத்தது மாதிரி, குன்றக்குடி அடிகளார் கிராம மேம்பாட்டிற்கு பல (வழிபாட்டு) முறைகளை வகுத்துக் கொடுத்தார்.
மாறுவாங்க! நிச்சயம் மாறுவாங்க! நாற்றுப் பாவும் போதும், நெல்மணி திரளும்போதும் குன்றக்குடியில் கணமாய் நீருக்கு தட்டுப்பாடு ஏற்படுவதுண்டு. இதைப் போக்க, சமுதாயக் கிணறுகளை ஏற்பாடு செய்து, மின் தட்டுப்பாடு இருந்தாலும், காற்றாலை மூலமாக மோட்டாரை இயக்க வச்த்தியுள்ளதாக்கி இருந்தார். குன்றக்குடி சமுதாயக் கிணறுகளை நிர்வகிக்க கூட்டுறவு பாசன சங்கத்தையும் ஏற்படுத்தி இருந்தார். ஆனால், நீர்த் தட்டுப்பாடன நேரத்திலும் கூட மோட்டாரை இயக்காமல், "கண்மாய் நீரிலுள்ள சத்து கிணற்று நீரில் இல்லை. அதுவும், கரண்ட் மோட்டார் வழியாக தண்ணீர் வரும் போது, நீரிலுள்ள கொஞ்சநஞ்ச சத்தையும், கரண்ட் உறிஞ்சி விடுவதால், சக்கைத் தண்ணியைப் பாய்ச்சி என்ன ஆகப் போகிறது என்பதால் மோட்டாரை இயக்கவில்லை" என்று சங்கப் பொறுப்பாளர் சொன்ன விளக்கத்தால் அதிர்ச்சியடைந்து, அடிகளாரிடம், “சாமி! இம் மக்கள் திருந்த/ மாற இன்னும் எவ்வளவு காலமாகும்? என்று நான் கோபப்பட்டு கேட்டேன். அடிகளாரோ, “மாறுவாங்க!நிச்சயம் மாறுவாங்க! ஒரு காலக்கெடு வைத்து மக்களை மாற்ற முடியுமென்று நினக்கிறீர்களா? அது திணிப்பாகிவிடதா? அவர்கள் நடப்பதற்கு ஏற்ற பாதையைச் செப்பனிட்டுக் கொடுப்பதே என் கடமை. பாதை நன்றாக இருந்தால் பயணிக்க தூண்டப்படுவார்கள் தானே?
உலகெங்கிலுமுள்ள வளர்ச்சிப் பணியாளர்கள், இன்றைக்கு முக்கியத்துவம் கொடுத்துப் பேசும், ஏழைகள் ஏறிச் செல்ல ஏதுவான சூழலை (creating an enabling environment) இருபது வருடங்களுக்கு முன் அடிகளார் குன்றக்குடியில் செயல்படுத்தினார்.
முருகப் பெருமானிடம் பார்த்த அரிவாள் சுத்தியல் பலமுறை, சமூகப்பணி (சமுதாய முன்னேற்றம்) மாணவர்களைக் குன்றக்குடிக்கு களப்பணிக்காக அழைத்துச் சென்றுள்ளேன். திட்டப் பரிசீலனைக் கூட்டங்களில் நாங்கள் பார்வையாளர்களாக அனுமதிக்கப் படுவதுண்டு. அப்படி ஒரு கூட்டத்தில், குடிகாரக் கணவன் ஒருவன் தன் மனைவியை நடுத்தெருவில் அடித்த பிரச்சினை பற்றி விவாதம் எழுந்தது. மாணவர்களைப் பார்த்து அடிகளார் அபிபிராயம் கேட்க, ஒரு மாணவி எழுந்திருந்து, "குடிப் பழக்கம் ஒரு நோய். நடுத்தெருவில் தன் மனைவியை அடித்த கணவனுக்கு கவுன்சிலிங் கொடுக்க வேண்டுமென்று” கூற, எதையும் பேசாமல் இருந்ததை விட இதையாவது பேசினாகளே என்று நான் கருத்து சொன்ன மாணவியை பெருமிதத்துடன் பார்த்தேன். சில வினாடிகள் அமைதி காத்த அடிகளார், என்னைக் கேலியாகப் பார்த்து, "மாணவர்களை நல்லாத்தான் கெடுத்து வைத்திருக்கின்றீர்கள்" என்று சொல்லிவிட்டு, கருத்து சொன்ன மாணவியைப் பார்த்து, "மனைவியை நடுத்தெருவில் அடித்த கணவனைப் பெண்கள் கூட்டமாகச் சேர்ந்து விளக்குமாற்றால் அடிக்க வேண்டும் என்று சொல்லிஇருந்தால் நான் மகிழ்ச்சி அடைந்திருப்பேன்" என்று சொன்னார். அதைத் தொடர்ந்து கவுன்சிலிங் என்ற கருத்தாக்கத்தையும், அதன் பின்னணியில் இருந்த அரசியல், பொருளாதாரக் கோட்பாடுகளையும், கவுன்சிலிங்கால் எதைச் செய்ய வேண்டும், எதைச் செய்யக்கூடாது என்று விளக்கமும் கொடுத்தார். அந்த சில நிமிடங்களில், முருகப் பெருமான் கையிலிருந்த வேலைக் கீழே வைத்துவிட்டு, அரிவாள் சுத்தியலுடன் நிற்கின்ற பிரேமை ஏற்பட்டது.
உள்ளங்காலில் முளைத்த மயிர்
கம்பன் வீட்டுக் கட்டுத்தறியும் கவிபாடும் என்று வார்த்தையாடல் உண்டு. அது உண்மையென குன்றக்குடியில் உணர பல சந்தர்ப்பங்கள் ஏற்பட்டது. அடிகளாரின் உரைகளில், எழுத்துக்களில் தென்பட்ட பண்பையும், நாகரீகத்தையும் குன்றக்குடியில் பலர் உள்வாங்கி இருந்தார்கள்.
குன்றக்குடி மக்ளிர் மேம்பாட்டுப் பணியில் ஈடுபட்டு இருந்த அம்மையார் ஒருவரின் 93 வயதான தயார், அடிகளாரிடமும், அவருக்கு முந்தய மூன்று மடதிபதிகளிடமும் சேவை செய்தவர் என்று கேள்விப்பட்டு அவரைப் பார்க்கப் போயிருந்தேன். பேச்சு வாக்கில், 'அடிகளாருக்கும், அவருக்கு முன்பிருந்த மடாதிபதிகளுக்கும் என்ன வித்தியாசத்தை உணர்நதீர்கள்" என்று கேட்டதற்கு, 'வித்தியாசமா? அவர்களுக்கு உள்ளங்காலில் மயிர் முளைத்திருந்தது. இவருக்கு இல்லை' என்று சுருக்கம்காக முடித்து விட்டார்.
என்ன ஒரு நாகரீக வெளிப்பாடு?. உள்ளங்காலில் மயிர் முளைத்தது என்பதை எப்படி வேண்டுமானாலும் உருவகப்படுதிக்க் கொள்ளலாம். என்னைப் பொறுத்தமட்டில் உள்ளங்காலில் மயிர் முளைத்ததை 'மடமுண்டு தானுண்டு' என்று முந்தய மடாதிபதிகள் இருந்ததாக எடுத்துக் கொண்டேன்.
நான் அறிந்த வரையில் நாளொன்றுக்கு சராசரியாக அடிகளார் 250 கி.மீ. வரை பயணம் செய்தார். அவருடைய தினப்படி நிகழ்ச்சி நிரல் அதிகாலை 3 மணியில் இருந்து இரவு 12 மணி வரை நீடித்தது.
காஜாவிற்கு வரும் வாழ்த்து
1989 ல் நான் மாணவர்களை குன்றக்குடிக்கு அழைத்துச்சென்ற போது, காஜா முகைதீன் என்ற மாணவரும் வந்திருந்தார். ஆசிரமக் குறிபேட்டில் அவர் எழுதிய குறிப்பில் இருந்து, அவரின் பெயரைத தெரிந்து கொண்ட மடத்தினர், அந்த வருடம் காஜாவிற்கு அடிகளார் கையெழுத்திட்ட வாழ்த்து மடல் அனுப்பிஇருந்தனர். காஜா முகைதீன் படிப்பை முடித்து பலப்பல வருடங்களாகிவிட்டது. அடிகளாரும் நம்மிடையே இல்லை. இருப்பினும் மடத்தில் இருந்து வாழத்து மடல் அனுப்பும் பாரம்பரியம் இன்றும் தொடர்கிறது. வருடாவருடம், காஜா என்னும் சாதாரண மாணவனை நினைவில் வைத்து குன்றக்குடியிலிருந்து வரும் வாழ்த்து மடலைப் பார்க்கும் போதெல்லாம் நான் நெகிழ்ந்து போகிறேன்...குன்றக்குடி அடிகளார் என்ற மகா முனிவருடன் எனக்கேற்ப்பட்ட அறிமுகத்தால். நன்றி! இறைவா..நன்றி!
Though I have not seen Sri. Vijay Mahajan (Founder of Pradhan and Basix) personally, my regard for him is growing day by day for his contribution to build a knowledge and practice base to the field of development. I have met youngsters, graduated from premier institutions, inspired by Sri. V.M. taken up development .
When one of my student Mrs. Nirmala who is with ISLP gave me a copy of “Resource Book for Livelihood Promotion” co-authored by Sri. V.M., I was impressed by the content and that made me to translate it in Tamil, so that the message can reach the grass root level workers, who cannot read the original in English. It may take some more time to get it published in Tamil. (Is not Nirmala?)
When I saw the January issue of “Seminar’ Monthly, I opened those exact pages of Sri. V.M’s article “Scaling up Social Innovation”. Mahajan is known for his holistic and integrative thinking and his article is an expression of his inner self. By going through that five page article, one can understand, how individuals and institutions enriched the efforts of development through their socially innovative ideas. The article is not only a concise history of innovative development efforts and contains practical steps that can be taken up to speed / scale up social innovation. Mahajan concluded that “social innovation incubated in the voluntary sector must learn to embrace state or market institutions for scaling up, otherwise thousands of bonsai innovations may bloom, but society’s big problems will remain unresolved”.
I am happy that when I read the Resource Book for Livelihood Promotion, I conceived a poster with one of my friend Mr. Rajesh and ISLP faculty used it in their training.
When I read Mahajan again I thought of converting it into a mind map. I feel that development can be taught better, if we incorporate more and more ICT tools.
I considered my self as a computer illiterate, learned computer by using it. Those who see the mind map presented here based on Mahajan’s article, find that the map is self explanatory, this post has achieved its mission. If any one who are better skilled in using computer can make the article as an interesting teaching material with animations and hyperlinks. I hope that, I will be fortunate enough to see such a material very soon.
அறிய அறிய கெடுவார் உண்டோ ?
Will anyone suffer by constantly exerting himself to learn?
Social Work as an academic discipline emphasis on learning from the field much before other academic disciplines realized its importance.Indeed the strength of the professional training lies on its field work learning. In field work everybody learns- not only the student trainees, but also the teachers.personally and professionally I learned a lot along with my students who were placed under my supervision.
But field work has its own limitations. Unless the students are self motivated it is impossible to motivate them if they decide to comply mechanically to the timings and report submission.
As a teacher of community development, I was assigned community settings for supervising the students. Not only the understanding the intricacies of community is beyond the comprehension of some of the students,the problem will get compounded if the students come from other than community development specialization.
An on average I used to get 20-22 students to guide for two semesters and out of these numbers one or two students are genuinely interested in field work.Supervising these students is always a pleasant experience. We will become co learners and develop a bond transcending teacher student relationship.
In the year 2007-08, I had some ten first year MSW students under my supervision and I decided to involve them in an idea which I was incubating for several years i.e. to understand an urban ward as a community.I selected K.Pudur (Ward No.5 of Madurai Corporation) out of convenience - located closer to our college, can be reached by walking.
Though in 2003 itself I made an attempt to involve students to understand an urban ward and I left it abruptly because I realized that it is beyond my capacity to motivate the students.
In 2003, I was relying only on participatory tools (see the brochure in slide presentation printed for that purpose).Since understanding an area can be facilitated only by using maps and government supplied eye sketches cannot be of much use for our purpose,I learned the art of making customized maps using GPS (for details see first visit to Mekkarai-Thanks to Dr.T. Pavendar of Madurai Kamaraj University and Dr.Gladwin of People's Action for Development, Vembar for their continuous support). Besides this, my exposure to the concept of ABCD (Asset Based Community Development) gave me enough confidence to "handle the student's interest" With this new experience I involved the students in an asset mapping exercise using participatory tools including PGIS.It was really a revealing experience worth for my entire life. We walked on almost all the streets, taking tracks and points using Garmin GPS and created a scalable maps which exactly overlapped with Yahoo as well as Google maps.Besides the facilitating skills for PLA,PGIS (Participatory Geo Information System) demands exposure to the ICT also.I realized ICT can be effectively used for social mobilization and empowerment.
As the proponents of the ABCD says, we realized the focusing on the strength of the communities is quite different from focusing on the problems of the community. Every community has its own strength and communities survives on their own. We learned when a foundation is laid for constructing physical structure,foundation for community life is also made simultaneously. The streets, lights, water and other public consumption facilities facilitate and regulate relationship within and outside the community. It is true "a community is a contributor of resources and allies and a provider of pitfalls and opponents". Within 400 ha of the ward area, we found more than 70 production units of various sizes, produces goods and services which enriches life of communities which they never seen. Apart from these,there are hundreds and hundreds of commercial establishments.We need to open all our senses in order to understand the meaning of the word "interrelationship" and "interdependency".Even to produce a broomstick to clean our houses,we need to depend on raw material from far away places,perfectly orchestrated by several people.There is a constant and dynamic interaction between people and places.What we learned is made us humble - realized the greatness of scholars and practitioners who dedicated their life to understand the communities and enriched our collective capacity to handle the community affairs with ease and economy.
We found that the ward is endowed with a rich social capital with more than 100 social associations and institutions.
I won't say that the ward is heavenly - we found poverty, conflict, exploitation, corruption and indifference.. Our communities,to put it Robert Chambers words, are complex, diversified and risk prone and to address this what we need need is open minded learning,innovative micro level experiments.
I thank the students who by their enthusiastic involvement proved that field work can be made as a pleasant experience. Is it not Field is our Supreme Teacher and work is our humble offering at the feet of our great master.
Uyir Puththagam (Tamil translation of Ayussinte PusthakamMalayalam)- Book Review
Kizhakku Pathippakam deserves appreciation for its innovative book review scheme. I got uyir puthagam for a review. It took three days to read the book, one day to write the review and for more than a month to post my review. People are making tall claims about Tamil computing, but for people like me it seems to be a luxury. Finally I scanned my review and uploaded it. If any one suggest me an user friendly Tamil software, I will be thankful to them to the rest of my life. "kizhakku" people may apolozise for this delay over which I have no control. If they teach me tamil computing, I am pleased to write more reviews in this blog.
உயிர்ப்புத்தகம் - மதிப்புரை
கிழக்குப் பதிப்பகத்தாரின் புத்தக விமா;சனத் திட்டம் உண்மையிலே பாராட்டிற்குரியது. இத்திட்டத்தின்படி மலையாள எழுத்தாளா ஸி.வி.பாலகிருஷ்ணன் எழுதிய ஆயுஸ்ஸின்டே புஸ்தகத்தின் தமிழ் மொழிபெயா;ப்பான 'உயிர்ப்புத்தகம்' (தமிழாக்கம்; வை.கிருஷ்ணமூர்த்தி) எனக்குக் கிடைத்தது.
எந்தப் புத்தகத்தையும் மதிப்புரை எழுதும் கண்ணோட்டத்துடன் படித்ததில்லை. வாசிப்பிலிருந்து மதிப்பிடலை புறந்தள்ளி விட முடியாதாகையால், மதிப்பிடல் பெரும்பாலும்மனஅசை போடலோடு நின்றுவிடும். அந்த அசைவை எழுத்தாக்க வேண்டும். அந்த எழுத்தில் நோ;மை இருக்கவேண்டும். எழுதுவதென்பதையே கடினமாக நினைப்பவா;களுக்கு, நோ;மையாக எழுதுவதென்பது இன்னும் கடினம்தான். படித்து முடித்து பல நாட்கள் கடந்த பின்பு எழுதினேன். எழுதி முடித்த பின்பு சுகமாக இருந்தது. அந்த சுகம் என் எழுத்தினால் கிடைத்ததா இல்லை ஒரு நல்ல புத்தகத்தைப் படித்ததால் கிடைத்ததா என்று எனக்கே புரியவில்லை.
உயிர்ப்புத்தகத்தின் களம் கனமானதுதான். மொழி பெயா;ப்பாளரே ஒப்புக்கொண்ட மாதிரி உருவகங்கள் நிறைந்த இந்நாவலுக்கு 'ஆழமான வாசிப்பு' தேவைப்படுகிறதென்னவோ உண்மைதான். இலக்கியம் என்பது கடல்மாதிரி. கடலில் படகில் பயணித்து வலைவீசியும் மீன்பிடிக்கலாம்;, மூழ்கியும் முத்தெடு;க்கலாம். ஆழமான வாசிப்பு என்பது முத்துக் குளித்தலைப் போன்றது. முத்துக் குளிக்கத் தொயாத மீனவரை, பெரும்பாலான மீனவா;கள் அப்படித்தானிருக்கின்றார்களென்றாலும், அவா;களை மீனவா;களி;ல்லை என்று எப்படிப் புறந்தள்ள முடியாதோ அதுமாதிரி, ஆழமாக வாசிக்க இயலாதவா;களை நல்ல வாசகா;கள் இல்லையென்று புறந்தள்ள முடியாதில்லையா? நானும் அப்படித்தான். முத்துக்குளிக்கத் தொயாத, வலைவீசி மட்டும் மீன்பிடிக்கத் தொந்த மீனவன் மாதிரி. உயிர்ப்புத்தகத்தில் நான் வீசிய வலையில் சிக்கியவற்றை உங்கள் கவனத்திற்கு கொண்டு வருகின்றேன்.
கதைக் களத்தை விட, 'உயிர்ப்புத்தகத்தில்' கதை மாந்தா;களின் மனக்களம் தான் நாவல் முழுமைக்கும் ஆக்கிரமித்திருக்கின்றது. பௌலோ என்ற பொயவா;, சிறைக்குச் சென்று திரும்பிய அவரது மகன் தோமோ, தோமோவின் மகள் ஆனி, மகன் ரோஹன்னான் இவா;களை மையப்படுத்தி நகரும் கதை. முப்பதிற்குள் அடங்கிவிடும் சாமன்ய கதாபாத்திரங்கள். பொpயவா; பௌலோ, அவருடைய பேத்தியின் தோழியான ராஹேல் என்ற சிறுமி பதற்றமடையும்படி சஞ்சலத்துடன் நடந்து கொண்டதை அவா; மகன் தோமோ பார்த்து விடுகிறான். அவா; மீது கோபமடைந்து அவரை அடிக்கிறான். தன் தந்தையை அடித்தற்கான காரணங்களை சாராயக் கடையில் வைத்துச் சொல்லும் போது, பொயவா; பௌலோவின் மானம் பறி போகுமென்று நாம் நினைக்கும்முன்னே, பௌலோ தன் முடிவைத் தேடிக் கொள்கிறார். மானம் போகுமே என்று பயந்து தற்கொலை செய்து கொள்வதும், அப்படி மாத்தவா;கள் கொச்சைப்படுத்தப்படுவதுமே நாம் அறிந்தது. ஆனால், சாதாரண மனிதா;கள் அதைக் கொச்சைப்படுத்தாமல், அதைக் கடந்து சென்று மாத்தவருக்கும், அவா; தொடா;பான உயிருள்ளவா;களுக்கும் அவா;கள் கொடுக்கும் மாயாதை வித்தியாசமான அணுகுமுறை. பௌலோவின் துர்மரணத்தைப் பற்றிய விளக்கங்கள் தவிர்க்கப்பட்டிருப்பது, நாவலாசிரியான் அணுகுமுறையா அல்லது சாதாரண சமூகங்களின் எதார்த்த நிலையா? ஒரு சமூகம் மகிமையுடன் படம் பிடித்துக் காட்டப்பட்டிருக்கிறது உயிர்ப்புத்தகத்தில்.
பௌலோவின் துர்மரணமோ, ஆனி-பாதிரியார் மாத்யு+வின் காதலோ, கன்னியாஸ்திரி பயிற்சிக்குச் செல்லுமுன் ராஹேல் ரோஹன்னானுடன் உடலுறவு கொள்வதோ, ஸாரா-ரோஹன்னானின் காதலோ, தோமோ ஸாராவின் கழுத்தை நெறித்ததோ - நம் அன்றாட வாழ்ககையில் கேள்விப்பட்டதுதான். இருப்பினும் கதை முடியும் போது ரோஹன்னானின் நிலை நம் மனதை பிசைவதென்னவோ உண்மை. இவனுக்கு நைனானைப் போலவோ, மைக்கேல் போலவோ, ஜோஷி போலவோ ஏன் வாழ்க்கை அமையவில்லை? ரோஹன்னான் அக்கிரமக்காரனுமல்ல, வஞ்சகனுமல்ல, உறுதியற்றவனுமல்ல…இருப்பினும் கிறிஸ்துவின் கிருபை அவனை ஏன் சென்றடையவில்லை? துன்பமற்ற, மகிழ்ச்சியான வாழ்வு மட்டும் தான் கடவுள்ஃகா;த்தாpன் கிருபையின் வெளிப்பாடாக இருக்க வேண்டுமா என்ன? எதையும் நிந்திக்காத, எதார்த்தத்தை ஏற்றுக் கொள்ளும் மனப்பக்குவம் கூட கிருபையின் வெளிப்பாடாகத்தானே இருக்க முடியும்?
எதுவுமற்றவா;களாக கதாபாத்திரங்கள் காட்டப்படாவிட்டாலும் கூட, அவா;களின் மனஓட்டங்கள் சித்தாக்கப்படும் விதம் நம்மை சோகத்திலாழ்த்தி உடைய வைக்கின்றது. உடைந்;து போய்விடுவோமோ என்ற சுயபயத்தில் தானென்னவோ, சாமுவேல் ஆசிரியா;, யாகோப், ரோஹன்னானுக்கு கா;த்தான் கிருபைகிடைக்கவில்லையென்பதை நினைத்து நம்மை வருத்தப்பட வைக்கின்றதோ என்னவோ? எனனவென்று புரியவில்லை. புரிதல்களற்று, பல திசைகளிலும் அலைக்கழிக்கப்படுவது தான் வாழ்க்கையின் எதார்த்தமோ? நாவல் முழுக்க இந்த எதார்த்தம் விரவிக் கிடக்கின்றது. இந்த எதார்த்தத்தைப் புரிந்து கொள்ள ஆழமான வாசிப்பு தேவைப்படுகிறது.
ரோஹன்னான் - விதவை ஸாரா உறவு கதையின் முடிவைத் தீர்மானிக்கிறது. இவா;களின் உறவை வதந்தியாக்கும் போஸ்ட்மேன் பீட்டா;. வதந்தியை நம்;பி 'ஸாராவுடன் உடலுறவு கொண்டாயா? ஏன்று பாதிரியா; ரோஹன்னானிடம் இங்கிதமற்று கேட்பதால் ஏற்படும் விளைவுகள். தன் மகனை வதந்தியிலிருந்து காப்பாற்ற, தோமோ ஸாராவிடம் பேசச் சென்றது தவறாகப் புரிந்து; கொள்ளப்பட்டு, அதனடிப்படையில் தோமோ-ஸாராவிற்கு அவா;களிருவருக்கும் திருமணம் செய்து வைக்க பிலிப்போஸ் செய்யும் வெகுளித்தனமான முயற்சியால் ஏற்படும் திருப்பங்;கள். யாரும் யாருக்கும் திட்டமிட்டு தீங்கிழைக்காத நிலையில் துயரங்கள் தன்னிச்சையாக வந்து கவிகின்றது. அதுதான் வாழ்வின் எதார்ததமென்றும் அந்த எதாhத்தங்களை மீறிச் செல்லாதவாறு நாவலின் போக்கு அமைந்திருப்பது வாசகனுக்கு வலியை ஏற்படுத்துவதென்னவோ உண்மை. அந்த வலி கூட, எதார்த்தங்களை ஏற்றுக் கொள்ள மறுக்கும் நமது சுயபயத்தினடிப்படையில் ஏற்படுகின்றதென்னவோ தொயவில்லை. மொத்தத்தில் 'உயிர்ப்புத்தகம்' எந்த ஒரு மதநம்பிக்கையும் கடந்த வித்தியாசமான ஆன்மீக அனுபவத்தை நமக்குள் ஏற்படுத்துவதென்னவோ உண்மை தான்.
உயா;நிலைப்பள்ளியும், பேரலல் காலேஜீம் செயல்படும் ஊரின் பிழைப்பாதாரப் பாமாணங்கள் விளக்கப்படவில்லையென்றாலும், ஏற்றத்தாழ்வற்ற உறவுமுறைகள் பு+டகமாகச் சொல்லப்பட்டு செல்லும் பாங்கைச் சட்டென்று புரிந்து கொள்ள நாம் தடுமாறினாலும், அந்தத் தடுமாற்றத்தினூடே சிறிது சிறிதாக அச்சிறிய சமூகத்தின் மீது மாயாதை உருவாகிறது. கதைக் களத்தின் பொருளாதாரப் பிண்ணணி விளக்கப்படாமல் தவிர்க்கப்பட்டிருப்பது கூட கதாசிரியா; கையாண்ட உத்தியாகத்தானிருக்குமோ என்று நாவலைப் படித்து முடித்தபின் நம்மை எண்ணத் தூண்டுகிறது. பொருளாதாரப் பிண்ணணியே மனிதா;களுக்கிடையே ஏற்றத்தாழ்வுகளை உருவாக்குவதால், அதைப் பற்றிய விளக்கங்கள் தவிர்க்கப்படும் பொழுது, கதாபாத்திரங்களிடையே சமத்துவம் வெளிப்படுத்தப்படுகிறது. எந்தக் கதாபாத்திரத்தையும் மேன்மையுள்ளவராகவோ, கீழ்மையுள்ளவராகவோ காட்டும் போக்கு முற்றிலும் இல்லாதது வாசிப்பவருக்கு புது அனுபவம்.
உயா;நிலைப்பள்ளியில் படிக்கும் வயதுடைய கதாபாத்திரங்களை மையப்படுத்தி கதை நகா;ந்தாலும், மற்ற வயதுடைய கதாபாத்திரங்களும் ஊடாடி வருவதும், பொயவா; சிறியவா; என்ற பேதங்கடந்த நிலையில் கட்டமைக்கப்பட்ட கதைக்களம் புதுமையானது.

It was a pure destiny in the physical form of Mr. M.Ramachandran of Naethra Technology, Chennai that took me to Mekkarai,a beautiful village on Tamilnadu-Kerala border,which opened up new learning opportunities and to initiate development experiments from new perspectives.
A friend known to both of us, told me that a man from Madras, a devotee of Achankoil Iyyappan is interested in rural development in a village near Senkottai on the way to Achankoil and my guidance will be of great help to that man. My previous experience with some of the goodwill based development experiments made me to not to accept his request immediately. But that friend was persisting me and finally I accepted his request .. not because of the proposed initiative the Madras man is going to take up..but because of my interest to visit at least one Iyappa shrine.Finally a date was fixed and it is planned to start our journey from Madurai at 4 o’clock in the early morning.
When I met Mr. Ramachandran, he looked like a Swamiji with his kaavi dhoti. When I asked him what made him to take up this initiative, his answer was simple and straightforward. "எனக்கு கிடச்ச வாழ்க்கை, செல்வம்…அச்சன்கோவில்அய்யப்பனாலும், மேக்கரை கருப்பானாலும் கிடச்சதா நினைக்கிறேன். அதுலகொஞ்சம் பிறருடன் பங்கிட்டுக்கொள்ள நினைக்கிறேன்.(I strongly believe that whatever I have is the blessings of Achankoil Ayyappan and Kottaivasal Karuppan and I have to share it with those who live in that area) If he would have said that he was moved by the poverty and backwardness of the village, I would not have been attracted either to him or to his initiative in Mekkarai. What I found in him was a quest for self actualization, which basically sustains initiatives like this. That attracted me towards Ramachandranji and Mekkarai.
I went to Mekkarai along with him and our common friend Swadeshi Srinivasan. For a man like me who hails from a rain fed area, Mekkarai looked beautiful with its scenic beauty. Mekkarai is a border village between TN and kerala, on the way to Achankoil is located in a forest area. We always presume that wherever beauty reigns it will automatically bring riches and prosperity. Is it not? Any one who passes through Mekkarai will definitely think that it should be a rich village. As I looked at Mekkarai, I thought that one need to adopt a different strategy to work in Mekkarai. ஆனால் அடுத்த ஐந்தாறு மணிநேரத்தில் மேக்கரையில் நெடிதுயர்ந்தமரங்களின் நிழலில் வறுமை பல்லாண்டுகளாக சுகமாக அமர்ந்திருப்பதை காணமுடிந்தது.I realized within a short time poverty is deep rooted as the roots of the trees standing there.But condition there in Mekkarai was entirely different..the entire land being owned by a mutt…the houses are being dispersed over 2500 hectares..population consisted of Tamils, Malayalis…more than that seeds for Meenakshipuram episode was sown here. For my limited experience, it was an entirely different village.
I promised to be with Ramachandranji in his initiative, be with the villagers, to work with them. We returned from the village with a determination, a determination to share our destiny, knowledge, resources with Mekkarai people.
It was really a paradox, when we left the village in the evening, the village entered into us from the opposite side. It is an interesting story to share, how not only we, but also our friends also have been entrapped by Mekkarai.
Integrating PRA with GPS
My urge to further understand Mekkarai, to qualitatively improve the PRA tools especially mapping tools with GPS (Geo-Positioning System) and my students (2007 batch of Community Development) interest to get a hands on experience in PRA tools..all these resulted in organizing a PRA Camp in Mekkarai.
Since I planned to integrate GPS with social mapping and I could not find any previous model or review to fall upon, I asked help from Dr.T. Pavendar of MKU and PAD-Vembar and my good friend Mr. Rajeshkumar to work with the computer in the field.
While the students with the help of Mr. Ramalingam (PAD) and another student Mr. Jeganathan facilitated PRA exercises as I planned, Dr. Gladwin of PAD and Dr. Pavendar as per my plan took GPS points and tracked the routes with GPS. What made me to use GPS in PRA
In the past, when PRA was introduced, it was possible to bring quality PRA outputs when we directly facilitated PRA tools. Now I find it very difficult to get quality output. The reason I found that, a decade before, as facilitators we felt that to get quality output we have to spend time with the communities and local people were also found time to be with us. It normally took 4-5 hrs or even more to draw a self explanatory social map of a village with 200-250 households. It was possible to engage the participants with interest through our facilitating skills. The present generation of facilitators as well as communities are impatient to spend this much of time. The output brought by the facilitators many times is incomplete and also frustrating. Since the nature of participation has underwent a radical transformation, no one can be blamed for this. In order to overcome the problems of facilitating some basic PRA tools, I thought of using GPS. I used GPS, to locate the important landmarks in a community (depending on the size of the community 20-50 GPS points) and converting it in to a sketch and asking the locals to put the details in to the sketch as one does it in the conventional social mapping. This really saved time for both of us. I found that more informative and reliable social maps could be generated by using this methodology. Since using GIS software and getting training in it is beyond our reach, I used COREL Draw to digitalize the social map and other visuals. The maps thus produced are roughly scalable and the local communities liked it immensely. Now we are in a process of developing a database of households that can be viewed when the cursor moves on to a particular household.
soft wares available to download it), finally we prepared a GIS map and the social map taken by the students integrated with it and Rajesh has developed a Mekkarai map in coral draw for presentation.
We were able to draw not an eye sketch of the social map as any PRA practitioners do, but a scalable social map with 540 households spread in more than 2500 hectares.
The idea of integrating GPS with PRA was literally thought of by me and I am happy at the output we got. The problems we experienced and the solutions we arrived was ours own. After returning from Mekkarai, I happened to visit PPGIS site, but it was not helpful in answering some of the problem we experienced in the field.
Mekkarai in fact opened up possibilities in further making PRA as a pleasant experience.

Integrating PRA with GIS is called as People’s Participatory Geo Information System(PPGIS).Experiments are plenty in using GIS to generate information for planners. There is nothing wrong in generating data for planners but the people do not own the process as it happens with the village maps. If we want to claim PGIS as truly participatory, we should address the problems of the field level workers who are involved in facilitating participatory exercises. Creative integration of GPS / GIS in facilitation can improve the quality of PRA exercises, make the local people to understand the process better and reduce the time taken for facilitation. Though GPS belongs to high end technology, fishermen in Tamilnadu are extensively using GPS and I personally seen how it reduced their drudgery and improved their mobility in the sea. Grass root level workers with their fresh thinking and creativity definitely enrich and add value to those tools we give them. I happened to be with Robert Chambers when he was impressed by a physically challenged girl using a cigarette wrapper to enter the household data and Chambers finally adopted it as a card methodology to enter the household data and this methodology till date is used by thousands of facilitators in the field. In integrating GPS/GIS with PRA, I was misguided, cheated, made to waste time and precious personal resources by those who claimed that they knew GIS. Finally, we learnt many things on our own. Any one in the PGIS will be surprised to know how we improved our capacity on our own, if they happened to see our earlier social maps and the present one I attempted at Mekkarai village in Tamilnadu using GPS. I am happy to say that now we are experimenting PGIS on a wider scale both in the rural as well as in urban settings.
What we need
From my personal experience what we need to practice PGIS is to find out a simple tool for digital map making (a diagramming tool), learn to use GPS (which is used by ordinary fishermen in Tamilnadu) and finding out an appropriate software that can use the map as an front end to retrieve the data base or else encourage the local people to insert comments as millions are doing it in wiki maps. Since many of the development workers even at the grass root level are using computers it is possible to scale up PGIS. Development workers at the grass root level will take care of the next phase of participatory GIS if we provide them with appropriate and affordable soft wares.
(Note: This post is about a document accidentally I have seen it in the district documentation center. The document was about the proceedings of the then MaduraiCouncil in the year 1933 – about a resolution brought by a woman councilor. I was really moved by the words and vision of the resolution. Since I was not permitted to xerox it, I copied it and made a translation. This translation is nothing before the original in Tamil – the handwriting, the phrasing – it was really beautiful and nothing in Madurai stand before the beauty of that document - it was a love and vision personified.
I used the document in one of my monograph published for limited circulation. I was trying my level best to trace out the lineage of that great woman who brought the resolution with some of the Madurai elders, but they could not recollect her. I will be thankful if any one helps me to trace out the origin of that great woman – to simply pay my respect to her lineage.)
Prelude
It is an irony when women themselves were not empowered there was a woman in Madurai, some 75 years before, laid the foundation for a dignified living of thousands who were not even considered as human beings at that time.
That woman achieved it not by fighting; she did it with her maternal love and persuasive skills.What she was intended for thousands at that time had now grown into millions.
Here is a story to emulate….and this piece of writing is a humble attempt to propagate the glory, maternal love and affection shown by an ordinary Madurai woman to the neglected…
This piece of writing is an attempt to sustain her vision….an attempt to introspect the past …an attempt in renovating the path on which an ordinary but visionary a Madurai woman walked.
73 years back – in the year 1933: June 6
It was a hot summer day.
As usual Madurai Municipal Council meeting was held. Sriman V.Muthramier was adorning the chair.Eminent Madurai citizens like Sriman E.M. Gopalakrishna Konar, Sriman L.K. Thulasiram and Sriman. Nallathambi Pillai was adorning the council as members.Among these doyens, there was a women member by name Srimathi. Thayammal.
Even today there are calls for emancipation of women and reservation for women in legislatures.Think about 75 years before. They were literally chained. At such a time, a woman, hailing from an ordinary family gave her voice not for herself, nor for her community, nor for the people whom she represented but for the whole community, which was leading a life about which she felt hurt.
Sriman Muthramier looked at Srimathi Thayammal, who asked permission from the Chair, to move a resolution, signaling to read the resolution.She raised more in sorrow than in anger and read the resolution. Her voice was choked with emotion.But the fire in her and the healing touch of a motherly love and care with which she read the resolution seemed to echo the voice of Meenakshi, the very Goddess of the temple city, feeling for the sad plight of her children whose confidence of leading a honorable life at her abode was being shattered to pieces at her own feet.
Any one who has a sensitive ear can even now hear the resolution that Smt. Thayammal read on that day, 7.6.1933

Hon’ble Chairman and dear brothers!
All of us are well aware that all the cheris (slums) in our municipal area are unfit for human habitation due to improper maintenance, lack of basic facilities like water, electricity, toilets and even housing.And all of them require our immediate attention.But the financial crisis through which our municipal council passes at present, --- forbids us from taking up the work of improvement of all the cheris (slums) simultaneously.I request the honorable members of this august assembly to accord sanction of funds for the improvement of at least two of the following cheris (slums).
1.The scavengers’ colony adjacent to Raja Mill.
2.The cheri (slum) on the west of Police Parade Ground in TPK road[1].
These cheris (slums) should be so modernized by providing basic amenities like housing, hygienic surroundings, water taps / wells, public conveniences, day schools or night schools so as to deserve the title of modern cheris.
Now kindly let me elaborate this issue.It is crystal clear that all the cheris (slums) in our municipal limit sail the same boat and all of them require our immediate care and attention.But taking into consideration the economic condition of the council, I feel reluctant to pressurize the council to start work in all the cheris (slums) simultaneously.But at the same time I’ll be much pleased if the council generously accord sanction of necessary funds to make a beginning at least.When the financial condition of the council improves it is our duty and responsibility to uplift all the cheris (slums).But the work should begin to modernize at least in two cheris (slums), which will act as the model cheris (slums) in future.This is the most pressing work on our hand this year.I need not educate my learned colleagues that this work has to be carried out everywhere without any obstacle and without anybody’s reminder.Postponement of this noble task on the grounds of shortage of funds will only tarnish the image of our city.The shortage of funds may be over come by austerity measures and transfer of funds from various heads like chairman’s salary, cholera staff salary, anti hukewarm fund, purchase of bleaching powder etc to this head of modernization of cheris (slums).Or the honorable chairman may allocate funds from any other means.The point is that the thing should be done and that too, at once.If necessary, the council may seek the financial assistance from the state govt. for the fulfillment of this noble deed.
What we are going to do is not an act of mercy but it is our duty and responsibility to free our fellow human being from the intolerable suffering due to lack of water for drinking / bathing / cleaning which makes the poor people living place a breeding ground of diseases.
I do solicit the cooperation of all members in shouldering the responsibility of uplifting the living conditions of the down trodden, an act which is nothing short of worship to god.Kindly extend your utmost support in passing this resolution unanimously, for truemanliness lies not in self-advancement but in selfless service to society.Thank you.
While she completed reading the resolution, the most respected members of the council stood-up spontaneously in order to second it and Sriman E.M.Gopalakrishna Konar was quick enough to second it. Sriman Nallathambi Pillai felt extremely sorry for having missed a god gifted opportunity of seconding this historic resolution.Reading his mind, another member Sriman L.K. Thulasiram asked him to wait for a minute.He brought an amendment to Srimathi. Thayammal’s resolution. By the first, the nomenclature was changed from “modern cheris” to “model cheris” and by the second the number of such model cheris as per the wish of Srimathi. Thayammal should be raised to as many as possible.Shri.Nallathambi Pillai seconded the amendments and the resolution with the amendments was unanimously passed as per the wishes of Smt. Thayammal.
The resolution Smt.Thayammal brought was no doubt a world-class resolution.It was basically a swedeshi resolution thought by the people of Madurai for the people of Madurai.The resolution was put into action and 180 houses were constructed to the down trodden in the following five places at that time.
These five habitations are not the physical structures.It was the reflection of the conscience of Madurai city.But what is the present state of these habitations.It looks opposite to the original intention.The present condition of these colonies will definitely prick the conscience of right thinking Maturities.Not only these five, there are more than 200 habitations in Madurai, which is longing for Maduraites love as Smt. Thayammal showed 75 years before.
The occupants of these model cheris at present lead a worse life than their forefathers for whom these colonies were made.Such degeneration in the standard and upkeep of the colonies certainly tells upon the image and glory of this ancient city.
What can we do for these habitations at present?
First of all sincere efforts should be made to renovate these model cheris, the occupants of which do belong to low-income group.The clauses in the original resolution should be fulfilled to the letter, keeping in mind the spirit of the resolution.The living conditions of these colonies should be improved upon so as to meet the basic requirements and comforts of the dwellers.
With a view to glorify and perpetuate the memory of a noble soul, this initiative is should be named after her, as Councilor Smt.Thayammal Memorial Habitation Improvement Program.
Every Maturities should be proud of Smt. Thayammal for her broad social outlook. Even before 75 years, she put forth her vision in such a persuasive way and got succeeded in her mission. Smt. Thayammal was a concrete example to show what the representatives of local self-governments can achieve.
The fact that her descendants are not immediately traceable indicates that didn’t belong to any affluent family. Hence she deserves much more praise.
